A senior official of Interior department bemoaned Monday that he has been unfairly dragged into the bribery controversy in Malaca ang Palace when it was allegedly an executive of the ruling Lakas party who handed out paper bags each purportedly stuffed with P500,000 cash. Undersecretary Austere Panadero of the Department of Interior and Local Government (DILG) expressed dismay with the statements issued by Bulacan Gov. Joselito 'Jonjon' Mendoza about the alleged bribery. Contrary to Mendoza's claim that a woman dressed in white handed out the money, Panadero said Ray Roquero, executive director of the Lakas-Christian Muslim Democrats (CMD), was the one who handed out the paper bags. He said the only reason why he was there on October 11 � the day of the alleged 'gift-giving' � was to attend oath-taking rites for the new set of officers of the Union of Local Authorities of the Philippines (ULAP). 'I'm quite surprised why ill motives are being attached to what was just a chance encounter with the governor. In fact, I'm more surprised why Governor Mendoza had chosen to identify me and not Roquero who was the one I saw handing the governor the paper bag,' Panadero said in a statement read on dzBB radio. The radio report said Panadero refused to grant an on-air interview, saying he could not use communication equipment while on an airplane. He did not disclose, however, his travel details, the report said. 'Ray [Roquero] motioned to introduce me to Governor Mendoza and then I saw him giving a paper bag to the governor, although I could not ascertain what its contents were,' Panadero said. The DILG officials said he and Mendoza talked about the latter's 'long-standing clamor' for the removal of Senior Superintendent Asher Dolina as Bulacan provincial police chief. The two never discussed anything else, Panadero insisted. 'I was then too preoccupied having one telephone conversation after another that I had no inkling what Ray and the governor talked about,' he said. He added that, 'In fact I did not even notice if there was indeed a so-called lady in white who had approached them then as now claimed by Governor Mendoza.' 'I don't think he (Mendoza) can say that he does not know Roquero when the Lakas official was the one who introduced the governor to me,' he said. Panadero said he did enter a room in Malaca ang to look for former Agusan del Sur Gov. Eddie Bong Plaza, whom Mendoza said was speaking with the DILG official on or about the same time that the 'cash gifts' were given.
